SWOT ANALYSIS
Strategic planning across the globe (including institutions, countries, governments, etc.) involves a thorough self-assessment. One of the simplest and most widely used methods for this is the SWOT analysis, which stands for Strengths, Weaknesses, Opportunities, and Threats.
SWOT analysis is a technique used to identify the internal strengths and weaknesses of an organization or system, as well as the external opportunities and threats. The goal is to develop strategies that make the best use of strengths and opportunities while minimizing the impact of weaknesses and threats. This analysis directs focus toward areas where we are strong and where significant opportunities lie.
The SWOT analysis method can be applied to many areas, including the pressing issue of earthquake risk and the safety of building stock in Turkey, especially in places like Elazığ, which is located in the 1st and 2nd-degree earthquake zones. Despite this risk, there has been a failure to take significant steps in implementing urban transformation, which is one of the most crucial measures to mitigate earthquake risks.
SWOT Analysis of Elazığ’s Earthquake Risk and Urban Transformation:
Strengths:
- Technical support provided by established departments like the Civil Engineering Faculty of Fırat University.
- Over 500 civil engineers working in both public and private sectors in Elazığ.
- Civil engineers who graduated from Fırat University and have joined FİMDER (Fırat Civil Engineers Association) are volunteering to support urban transformation efforts.
- A thriving construction industry in Elazığ.
- Many major construction companies in Turkey are based in Elazığ.
Weaknesses:
- Elazığ is located in a 1st and 2nd-degree earthquake zone, which inherently carries a significant risk.
- A large portion of buildings constructed before 2000 are not earthquake-resistant.
- Lack of focus on earthquake safety and urban transformation in the local agenda.
- The TMMOB (Union of Chambers of Turkish Engineers and Architects) has only a representative office in Elazığ, not a branch.
- The possibility of earthquakes in surrounding areas affecting Elazığ, as seen in past events.
- Legal barriers to urban transformation that could be removed by central government authorities.
Opportunities:
- The upcoming elections may provide an opportunity to secure commitments from candidates regarding urban transformation.
- If the Prime Minister visits Elazığ during the election campaign, it would be an opportunity to ask for his support and a commitment regarding urban transformation.
- Elazığ's strong financial and technical capabilities in the construction sector.
Threats:
- Despite the upcoming elections, no candidates have included urban transformation or earthquake safety in their campaign slogans.
- The importance of earthquake safety is fading from the public agenda.
- The public’s memory is short-lived (even after devastating earthquakes, the issue is soon forgotten, with only photos remaining).
- Urban transformation is a difficult and long-term process, and its political benefits may not materialize in the short term, causing politicians to avoid the issue.
Conclusion:
The SWOT analysis highlights the significant risks faced due to the potential of a devastating earthquake, especially given the vulnerability of the building stock in Elazığ. It is essential to prepare and implement strategic plans for urban transformation without further delay. This process needs to be prioritized to mitigate the risks and ensure the safety and sustainability of the city’s infrastructure and its residents. Time is of the essence, and without action, Elazığ remains at serious risk.
